I can see their point but there are just enormous loopholes crying out for abuse here. I can see parents who are going through ugly divorces using this new thing to "get" at each other.

I have to say that would help some situations.
At the moment if my brother (who lives in Oz) wants to see his kids (who live in Chch) he can come and get them whenever he likes, and their mum can't prevent him. It has caused a lot of disruption and settling issues for this children, this law would possibly give my sil a bit more leverage.

I think she may already some avenues in the NZ court Fleury. The bit about the proposal that worries me the most is the instant temporary (probably 3mos) removal of the situation based on someone else's hunch or allegation. That could so easily get out of hand IMO.
