Yes you need a cover - but most babies can be in them for a little while without a cover, but you would probably want to change more frequently. fitted generally can take a while to dry (but not as long as an AIO)
in summer when we were at home i didnt bother with a cover at all...toby just wore a t shirt and his nappy, either a fitted or snappied prefold. they dont leak generally but if you left them in them wet for too long they may leave wet patches, just like if you were in wet undies... going without a cover was really good too for seeing when they got wet and allowing me to change them pretty quickly.
we use NapNaps and I don't think they take very long to dry, a few hours in the summer, probably all or most of the day during the winter. The longest to dry is the fluffier/thick night nappy and it is usually waistband that takes the longest.
I always put the cover on and have only ever had one very minor leak when he was younger and solely b/f so everything was a bit runnier!.
