Using Scaffold

These buildings remind me of my childhood. I grew up in a post-soviet country, and I never lived in these buildings. They are looking cheap, and no one loves them. I started to learn architecture, and luckily I started to work in an American company. There is a completely different style n building houses. In my country, we rarely use scaffolding, but we have a special company that helps us with this. It is called Pete Suen. I don't understand how they were building such houses in the Soviet Union without using scaffolding towers.
