Since the tor browser interacts with the tor client only through loopback/localhost, and loopback/localhost does not have a MAC address. Thus, creating rules based on MAC addresses for the tor browser will specifically violate it. If you connect to a VPN first, you will be able to use tor normally.

I would like to try the same setup with another VPN. Do you have a specific tutorial that you followed? The Nord Firefox video I saw seemed to indicate that you had to enter one VPN address into the Firefox settings, and so you were stuck in one place at a time, based on one input. Is this really the case? One of the nice features of most VPN networks is the ability to easily change VPN servers on the fly without going to the browser settings.
