I used to work where the 111's would come to first (when you get 111 emergency fire, ambulance, police?) and some of the things the operators would be asked for are crazy.

I think the cow thing was pretty legitimate - so long as he was living in an urban area. If you live right next to a farm then no excuses! He probably would've been better off calling animal control? but I guess if you're afraid of animals and panic Better than ringing up to ask them to help you sew anyway!
