Just wondering if you get to choose whether you want to attempt a VBAC or have a c-section for 2nd baby with 1st being a c-section due to breech or do you HAVE to attempt a VBAC?

You can choose a c-section.
The VBAC is supposed to be the preferred option, but to be honest I had a really hard time finding a midwife that would support me trying one (no reason, I'd call up and say VBAC? and I'd get a no.)

It'll depend on who you have for your LMC and what they like to do as to what you'll be recommended doing, but...
I had emergency c-sect first time after being with a midwife, then for my LMC the second time around I went with the OB who performed the first c-sect, he was happy for me to try for a VBAC or have another c-sect, it was entirely my decision, so I did try for VBAC but that was another emergency c-sect. Then when I was pregnant with my third he again asked did I want to try for a VBAC again and I said "no thanks".
I found being under just the OB's care meant I was treated like more of a client, rather than a patient, and that my decisions were my own. I realise not all OB's or midwives are like that. My personal experience has been that the midwives were more patronising and treated me like I was mentally retarded once I was in labour.
Some midwives won't do VBAC's because they are either not qualified enough to manage that "type" of birth (on a professional level) or because if it ends in a c-sect again they don't get paid the full amount. On the other hand some midwives will try to insist you try for VBAC, either because of their own beliefs or because of the money issue. A stupid situation but sadly the reality. I also realise some OB's are quick-to-cut for similar reasons. (Before I get yelled at!).
Because you had a c-sect first time around you are allowed to request a c-sect this time, and you shouldn't have to argue for it, if that is what you want.
